Northampton General Hospital (NGH) and Kettering General Hospital (KGH) commissioned the East Midlands Clinical Senate to undertake a joint review of their ENT services.
The review included an options appraisal of proposed future models to assist the trusts to determine the best course of action for their population.
Public Health England (PHE) East Midlands in partnership with the East Midlands Clinical Senate and the University of Sheffield developed a leading evidence review on ‘multiple site, single service models of care’ (MSSS).
MSSS models of care are often the result of a number of complex factors in NHS clinical service configuration, including the difficult and often conflicting balance between inequalities in access to clinical services for patients whilst at the same time trying to improve quality and outcomes through consolidation.
To support clinical senates, commissioners and providers of services to better assess the evidence base for MSSS models of care PHE and the East Midlands Clinical Senate established a unique proactive workstream to review the clinical evidence for MSSS models of care.
Northampton General Hospital commissioned the East Midlands Clinical Senate to undertake an independent clinical review addressing broad areas of concern around the cardiology service categorised as capacity and productivity, aspects of governance and oversight and the culture of the service.

The East Midlands Clinical Senate was commissioned by NHS England in response to the severe winter pressures experienced in 2017/18 to assess the evidence currently available to organisations within our region to assist in their planning for ‘Winter Pressures’, and to assess how well this guidance is being utilised in real time through qualitative focus groups with senior staff responsible for these plans.

NHS Derby and Derbyshire CCG commissioned the East Midlands Clinical Senate to undertake an independent clinical review of their approach to Urgent Treatment Centre Designation and their framework for decision making to ensure their decisions assess health inequalities, access, quality, and clinical effectiveness.
Further to our annual event in November 2018 on Physical Activity as Treatment, which was co-hosted with Public Health England, this theme was adopted into our proactive programmes of work.
It has culminated in the brief report below that describes how and why physical activity as treatment might be commissioned system wide and across a range of conditions, based on the evidence currently available.
The Clinical Senate received a recommendation from the West Midlands NHS England Medical Director to undertake a formal Senate review for the Dudley MCP clinical model, in November 2018. Dudley CCG was selected to join NHS England’s Vanguard Programme in early 2015 with the intention to develop a new care model – the Multi-Specialty Community Provider (MCP).

The Stafford and Surrounds CCG formally requested the advice of the West Midlands Clinical Senate, to assess the benefits and risk associated with the options developed for the midwifery-led unit service within the local system.
Building on the earlier work undertaken by the Clinical Senate in 2014, 2015 and 2017, the Senate was commissioned by Lincolnshire STP to review whether there is a clear clinical evidence base underpinning the proposals to reconfigure services to deliver improved quality of care and enhance recruitment and retention of staff in order to deliver sustainable services.
